Digital communications are 贝博体育’s (RSCC) primary means of communicating information to the campus community. The objective of this policy is to establish and maintain standards for sending mass 电子邮件 and other mass communications to students, 教师, 工作人员, and other constituencies utilizing college 电子邮件, 软件, 系统, 媒体, 还有其他资源.

- “Mass communication” does not include a communication: to a unit within a college (e.g., (单个部门或业务单位), to a list of subscribers who have elected to receive information, or to periodic announcements or other communications whose content has been reviewed and approved by the college regarding non-urgent matters of general interest to large segments of the college, 比如定期的校园通告.
- Although RSCC has processes in place to ensure that only college-approved information is disseminated through college websites, 社交媒体, 广告, 以及营销平台, information on those platforms does not fall within the definition of mass communications under this policy.
- In order to preserve the effectiveness of mass communication and to avoid its improper use, RSCC has implemented this mass communication policy.
- Mass communications may be sent only by individuals authorized to communicate on behalf of the college and only for information that furthers the college’s mission, 适用于大多数收件人, and is either very important or time sensitive. Appropriate subjects for mass communication include, 但不限于:

- Information essential to college operations;
- Notification of changes to policies and procedures; and

- Inappropriate uses for mass communication, include, 但不限于:
- Mess年龄s that are personal in nature, 包括 those that express personal opinions;

- Solicitations for contributions or participation in activities not sponsored by the college; and

- Any individual using text messaging to send a mass communication is responsible for ensuring that consent has been obtained as required by the Telephone Consumer Protection Act.
- College 工作人员 authorized to approve and send mass communications are the president, 副总统, and the Director of Marketing and Communications.
- Employees and/or students wishing to send mass communications should work with the Director of Marketing and Communications for inclusion of such communication in the college Communicator or Just a Minute newsletters or through their respective vice president.

- The college president is responsible for determining a limited group of administrators who have authority to approve mass communications.
- The chief information officer is responsible for implementing processes that permit only authorized administrators to use mass 电子邮件 and other mass communication distribution lists, and to disable the “reply to all” function for mass 电子邮件.
- 在紧急情况或危机时期, the college president or designee may temporarily suspend applicable requirements of this policy.
